ROLE OF EACH CATEGORY OF FUNCTIONARY

Engineer-in-Chief
  • Head of the organization and accountable to the Government in all matters relating to PR Department.
  • Overall control on both administration and technical matters.
  • Overall incharge of the organization for effective formulation, implementation and monitoring of the programmes and schemes entrusted to the organization with budgetary control.
  • Overall accountability in matters relating to LF Audit, AG Audit and Public Accounts Committee (PAC).
  • Recommends to the State Government regarding transfers & Postings of S.Es. & E.Es.
  • Empowered to transfer Dy. E.Es. with in their respective zones.
  • Monitors budget allotment and expenditures under various schemes and programmes.
Chief Engineer
  • Works under the control of Engineer-in-chief
  • Exercises technical control over Superintending Engineers, Executive Engineers, Dy. Executive Engineers, Section Officers, and all other subordinate staff working under his control.
  • Overall incharge of formulation, implementation, monitoring and satisfactory completion of all schemes.
  • Monitors the pace of implementation and take suitable measures for timely completion of programmes and schemes.
  • To collect information needed by the Engineer-in-chief or the Government and to submit consolidated report.
  • Attends PAC (Public Accounts Committee) paras, LF and AG Audits.
  • Timely submission of Utilisation certificates.
Superintending Engineer
  • Functions under the control of Engineer in Chief and Chief Engineers.
  • Technical head for PR Circle.
  • Controls all technical personnel working under him both administratively and technically.
  • Responsible to implement, monitor progress and ensure quality of works sanctioned under various Programs.
  • To collect information needed by the Chief Engineers, Engineer-in-chief or Government and to submit consolidated reports.
  • Technical control over E.Es./Dy. E.E.s/and Section Officers, PRI & PIU and other subordinate staff working under his control.
  • To attend replies to PAC paras, LF and AG Audits
  • He is responsible for enforcing the conditions of the agreement, in respect of agreements concluded by him.
  • Submission of monthly progress reports and other periodicals insisted by higher authorities.
  • To distribute grants to various divisions under his control and is responsible for submission of Utilisation Certificates.
  • Inspection of Division offices to ensure proper maintenance of records and adherence of rules.
Executive Engineer(PRI/PIU/PR)
  • Works under the control of Superintending Engineer.
  • Head for Division office.
  • Is the paying authority for all expenditures including work bills and responsible for maintenance of cash book and cheque book.
  • Controls all technical personnel working under him both administratively and technically.
  • He is responsible to implement, monitor the programmes and ensure quality schemes sanctioned in his jurisdiction taken up using PRI grants
  • To collect information needed by the Superintending Engineer (PR), Chief Engineers (PR), and Engineer-in-chief and submit consolidated reports.
  • Technical and Administrative control over Dy. E.E.s and Section Officers, projects and other subordinate staff working under his control.
  • To attend replies to PAC paras, LF and AG Audits
  • Responsible for enforcing the conditions of the agreement.
  • Inspection of Sub-Division offices to ensure proper maintenance of records and adherence of rules.
  • Responsible for maintaining the records and correctness of all financial transactions
  • To assist Zilla Parishad in the preparation of Budget and annual account on Engineering accounts.
Executive Engineer (Vigilance & Quality Control)
  • Works under the control of Engineer-in-chief and Chief Engineer V&QC.
  • Inspects all works at various levels of execution.
  • Assisted by the exclusive V&QC Deputy Executive Engineers at District level.
